County approves settlement with mentally ill inmate left in cell for weeks

HARRIS COUNTY, TX - Harris County commissioners approved a settlement offer for Terry Goodwin, the former jail inmate who was left in his cell for weeks.

New sheriff Ron Hickman says breakdowns in the previous administration "led to an atmosphere of non-confrontational deference," resulting in the horrific treatment of Goodwin.

Goodwin was left in his cell for weeks without anyone checking on him, even though falsified records showed that corrections officers had cared for him.  When he was found, his cell was full of trash and his own waste. Two Harris County detention sergeants were indicted and relieved of duty for their role in the 2013 incident. John Figaroa and Ricky Pickens-Wilson face two counts of tampering with a governmental record.
