NEW YORK -- New York Congressman Hakeem Jeffries wants to make chokeholds illegal. He made the announcement to the media with Eric Garner’s mother by his side.

The suppressing and sometimes suffocating maneuver is banned by the NYPD, but it's not illegal and it reportedly still happens a lot. Video of Garner's death shows an NYPD officer putting him into a chokehold for selling loose cigarettes in his Staten Island neighborhood. Paired with his asthma, the moved turned deadly.
