SACRAMENTO, CA – California governor Jerry Brown is over the moon and beaming these days because his state is enjoying a budget surplus of nearly $2 billion.
That’s a good thing, because taxpayers have to pony up for a dude who looks like a lady, and wants to be one.
He’s prison inmate Rodney Quine, who goes by the name of Shiloh.
The state agreed to settle Quine’s federal lawsuit for a sex-change after every medical doctor and mental health clinician who reviewed this case determined that this surgery is medically necessary.
Quine has been doing time since 1980 for first-degree murder, kidnapping, and robbery.
While in prison, Quine has tried to commit suicide several times, the last time was last year when prison officials said she could not have the sex-change surgery.
Quine has lived as a woman since 2008 and started taking hormones the next year.
She’ll go to a woman’s prison when she completes her surgery.
Back in April, Michelle “Jeffrey” Norsworthy, won a federal court order to reshape her genitals, but governor brown paroled her on the same day as the Quine agreement, meaning Norsworthy will have to figure out another way to pay for her genital make-over.
