HOUSTON—City workers took to the steps of City Hall Monday to address the City of Houston’s wage theft ordinance and other agreements with the city.

City employees including security officers and janitors have filed multiple complaints with the Inspector of General Security officers. The workers claim that the city has been underpaying them for years and is in violation of multiple city wage ordinances.
