HOUSTON — Who has attended a dinner party recently, where small talk about weather here in the Bayou City ends up being a long drawn out debate regarding hurricanes, preparedness and devastating floods.

The conversation quickly turns to politics: like the may appointing a Flood Czar, when will people stop building subdivisions in wet lands — or even science. Will we ever get enough words out in the good ole climate change debate.
